Research on the Evaluation Models of Information Superiority

信息优势的综合评估是国家信息基础设施建设的重要基础性工作,从定量、定性相结合的角度来分析信息优势能力,可以为决策人员提供参考依据,从而有效地指导和促进国家信息基础设施的建设工作。论文主要从信息获取能力、信息分发能力、信息处理利用能力、信息对抗能力和人员素质五个方面,建立了信息优势能力的评估指标体系;并根据指标之间的相互关系,运用多属性综合评价方法、模糊综合评判等方法,建立了信息优势能力的综合评估模型。最后,通过实例对模型进行了验证与分析,计算结果表明,该模型简单实用,便于操作。

Information superiority evaluation is an important job for national information infrastructure construction, and the analysis of information superiority from the combination of quantity and quality can provide decision-makers reference to information infrastructure construction, which also can be used to guide and accelerate information infrastructure construction. The thesis establishes information superiority index system from information acquirement, distribution, disposal and utilization, confrontation ability, and personnel, etc. And, it establishes information superiority integrated evaluation model in the basis of indexes, mutual relations, with the methods of Multi-attribute Synthesized Evaluation Methods, Fuzzy Evaluation, etc. At the end of thesis, it approves the correctness, convenience, availability of established evaluation models by examples.
