预防为主的常态化公共危机管理研究

The Study on the Prevention-oriented Normal Public Crisis Management

社会转型期,整个社会进入了一个危机多发的关键时期。我国在较短时期内承受着变迁性、转轨性、全球化的社会问题。社会危机的不确定性、突发性、长期性和危害性严重威胁着人民的生命财产安全,给政府治理工作带来了巨大的挑战。长期以来,政府习惯于危机事后的被动应对,而忽视事前的主动预防。根据我国公共危机管理的现状,结合国内外相关理论研究,提出构建以预防为主的常态化公共危机治理体系的基本框架,阐释其运行机理,初探其可行措施。

During the social transition period, the entire society gets into a crisis frequent occurring period. China will go through the vicissitude, transition and globalization in a relatively short period. The uncertainty, emergency and duration of the social crisis would endanger the people＇s lives and property, and it will give Government a great challenge. For a long time, the Government gets used to the passive response to the crisis, but is neglect of advanced prevention. Based on China＇s public status of crisis management and combined with related theoretical studies at home and abroad, this study proposes the prevention-oriented framework for normal public crisis governance system, and explains its operation mechanism and possible measures.
