广西在地方性法规和政府规章条文中逐步加大了行政程序的比重,为行政程序理念与实践的发展提供了更多的空间。但广西的行政程序立法仍有行政程序理念不足、地方立法单薄,行政程序立法零散,缺乏体系性,社会参与程度不足、责任条款过于简化、知识储备不足等值得检讨的地方。通过制定统一的广西行政程序规范,以行政公开和细化程序性规定保障公众的行政参与,强化程序责任条款,加大对广西行政程序立法的知识储备等形式提升广西行政程序立法之质量。
