西部资源型城市发展状况及效率分析

Analysis of the Development and Efficiency of Western Resources-based Cities

西部资源型城市的城市人口和经济规模小、城市投资和积累少、城市基础设施欠账多、环境投资少且污染严重,经济发展水平落后于全国城市平均水平;西部资源型城市虽然在人均产值方面高于全国城市平均水平,但由于其经济结构单一,加上生产技术水平落后、高科技人才匮乏,其科技生产力效率落后于其他城市。西部资源型城市应优化产业结构,提高主体资源利用效率,改善城市软硬环境,增加对人力资本和研究与开发的投资,并加强生态环境建设。

Western resourees-based cities have small urban population and economic scale, have small urban investment and accumulation, have many debts in infrastructure construction, and have small environment investment and serious pollution, and their economic development level lags behind national average level. Although per capita output of western resources-based cities is higher than national urban average level, their economy has single structure, production technology is backward, high-tech talents are short, productivity efficiency of science and technology lags behind other cities. Western resources-based cities should optimize industrial structure, raise resources utilization efficiency, improve urban soft and hard environment, increase investment in human resources and R＆D and consolidate ecological environment construction.
