浅析民间组织在农民工维权中的作用

An Analysis of Nongovernmental Organizations' Function on Safeguarding Migrant Workers' Rights

当前,农民工维权问题已经成为备受社会关注的焦点问题,农民工维权难的原因主要有两个:国家农民工管理制度滞后以及农民工自身原因。针对这两个问题,国家在积极探索农民工管理制度,并且专门为解决农民工问题出台了一系列政策法规,对于农民工权益的保护起到了很好的作用;但是,农民工权益受侵害的案例仍然很多,需要我们去探索新的管理渠道,积极引入社会力量,尤其是民间组织,参与到农民工权益的保护中来,让民间组织在政府的引导规范下对农民工权益的保护起到"预防"、"盯防"、"消防"的作用。

At present, the problem of safeguarding migrant workers＇ rights has already become the focal concern of the society. There are two main difficulties in safeguarding rights of migrant workers： the lack of rules for managing migrant workers and the workers＇ own problems. The government is actively exploring a new system in managing migrant workers and has specifically issued a series of policies and regulations to solve the problem, as has played a good role in safeguarding migrant workers＇ rights. In spite of that, the problem of violating migrant workers＇ rights still exists. How can we reduce or even eliminate this phenomenon？ This needs us to explore new management channels and actively introduce social participation in safeguarding migrant workers＇ rights,especially nongovernmental organizations＇ participation. Under the leading and standardization of the government,the nongovernmental organizations can play the roles of ＂preventer＂, ＂tailer＂ and ＂extinguishant＂ in safeguarding migrant workers＇ rights.
