公共服务输送一体化下的社会救助新模式

A Research into Social Assistance Model in the Perspective of Integrated Public Service Delivery

当前我国救助管理机构为流浪乞讨人员提供的暂时性的仅限于基本生存物质的救助不能从根本上解决该群体所面临的问题,从而无法从根源上制止流浪乞讨发生。有鉴于此,建立以救助管理机构为主导,其他机构相联合,具有一致性和可获得性的社会公共服务输送系统,形成新的社会救助模式,对于从源头上减少流浪,进一步维护社会稳定和公正具有重要意义。

Currently, the emergency management station in our country only provides urban vagrants and beggars with temporary relief at the basic living material. It can not fundamentally solve the problems faced by the group. In view of this, it is important to construct new social assistance model of great significance to reduce rangers from the source and maintain social stability and justice. The emergency management station should join with other agencies to build public service delivery system with consistency and availability.
