克林顿政府的重塑政府改革是一场美国历时最长的改革,其中重塑实验室的设立和运行对整个改革发挥了重要作用。文章试图通过对重塑实验室的由来和内涵的分析,认识实验室在改革中的功效(干的更好、成本低廉、部门精简),进而对重塑实验室理念、作用的反思,以启迪中国的行政改革。

The Clinton Administration＇s NPR was the longest-running reform effort in the history of the Federal Government. The establishment and running of reinvention laboratory played an important role in the whole reform. The paper tried to analyze the origin and connotation of reinvention laboratory, understand the efficiency of reinvention laboratory in the reform（doing better, low cost, streamlining government organs）, rethink its ideals and affects to enlighten China＇s administration reform.
