浅析较发达地区农地经营权流转问题

On the Circulation of Farmland Management Right in the Developed Areas

我国较发达地区农地抛荒现象比较严重,需要经营权流转加以解决。但是,现行的经营权流转由于种种原因存在着诸多问题,需要进一步改进。着眼解决承包经营权流转的诸多问题,在不改变现行农地基本经营制度的前提下,从市场框架、农村金融和社会体制等方面提出几点改进措施,以期实现较发达地区农地经营制度的帕累托最优。

In the developed areas of China, the phenomenon of unplowed farmland is very serious, which can be solved through the eireulation of farmland management right. However, the circulation of existing farmland management right, for various reasons, has many problems that need further improvement. From aspects of market framework, rural finance and social system, the paper fneuses on solving the problems witl＇lout changing the existing basic management system of farmland and makes some improvements in order to realize the Pareto Optimality of farmland management system in the developed areas.
