污染产业转移背景下的农村环保制度创新

The Institution Innovation of Village Environment Protection in the Background of Pollution Industry Transfer

城乡间产业转移对打破我国城乡二元经济结构,促进城乡区域协调发展意义重大。但是,产业转移尤其是污染产业转移,容易引致农村环境污染,对农民生存环境和生活质量、农村社会和谐以及可持续发展提出严峻挑战。制度缺失和体制机制不健全是导致农村生态环境恶化的重要原因。因此,必须树立整体环保观,从思想理念、投入机制、管理体制、法律制度等方面创新农村环保制度,从而实现农村科学发展。

The industry transfer from cities to villages plays an important role in breaking city-village economic structure of our country and promoting city-village regional harmonious development. But the industry transfer, especially the pollution industry transfer easily causes the village environment pollution,which brings serious challenges on farmers＇ existence situation and life quality,village social harmony,sustained development. The incomplete system and lack of institution are the major causes for the deterioration of village environment. Consequently,the integral approach to environment protection must be taken,and the institution of village environment protection relating to thought, investment mechanism, management system and law should be innovated with the view to achieving the scientific development of villages.
