外部环境因素是造成我国转型期行政伦理失范的重要原因,本文试从传统文化、经济环境、行政体制、行政法律制度安排等四个方面分析了行政伦理失范的外部成因。

External environment factor is an important factor that have arisen a certain degree administrative ethics misconduct of our country in the transitional period. This paper analyzes the external environment of administrative ethics misconduct in four aspects of traditional cultural, economic environment, administrative system, and administrative system of law.
