Under the background of knowledge-based economy and lifelong learning, EU developed European Qualification Framework （EQF） as the respond to the request of member states and relevant stakeholders which refers to the common qualifications reference system for all education and training levels. EQF tries to make a grade assessment through practical knowledge, technology and ability level. It will play an active role in the integration of education and training system across different countries, the combination and mutual recognition of various qualifications, and the flow of learners and employees between different countries.
