摘要
目的了解2006-2007年山东省疾病预防控制机构人力资源状况,为加强人才队伍建设提供科学依据。方法通过调查表对2006-2007年山东省省、市、县3级疾病预防控制机构所有工作人员基本情况进行普查。结果全省疾病预防机构现有人员数超过编制数,每万人拥有疾控人员数2006年为1.39人,2007年为1.35人;专业技术人员比例2006年为84.87%,2007年为84.62%;年龄构成均以30~40岁、40~50岁2个年龄段为主;职称构成均以中级职称为主;学历构成均以专科为主;全省防病及检验专业所占比例2006和2007年分别为53.39%、13.44%和53.40%、14.07%。结论山东省疾病预防控制体系建设开展以来,人才队伍建设得到进一步加强,人力资源素质得到进一步提高,机构得到进一步优化,但仍然与国家规定有一定差距,尤其是县级疾控机构差距较大。
Objective To understand the conditions of human resources in the system of disease control and prevention in Shandong province, so as to provide scientific evidence for construction of human resources. Methods A general survey and analysis was made on disease control and prevention institutions from 2006 to 2007 at tertiary levels in Shandong province. Results The research showed size of personnel force was over county standard. The average number of CDC was 1.39 per ten thousands people in 2006 and 1.35 per ten thousands people in 2007. The ratio of health specialty personnel was 84. 87% in 2006 and 84. 62% in 2007. All province's CDC staff age was mostly 30-40 and 40-50 years. The middle professional title ranked the first location. As far as structure of education degree was concerned, short-cycle courses ranked the top. The ratio of preventive medicine and examination specialty accounted for 53.39% and 13.44% in 2006, and that accounted for 53.40% and 14. 07% in 2007. Conclusion From the CDC construction, the staff ability in CDC are raising and the structure of age, knowledge are optimized. But quality of disease prevention and control personnel, especially CDC in county level, has not reached country standard.
