兵团农垦团场的性质和功能框架决定了农垦团场组织目标的非单一性,表现为农垦团场承担着许多应由政府提供的公共产品和社会成本。农业弱质产业的本质属性决定了其经济剩余水平不能承载较高的组织成本,这种规律性体现在以农业为主的农垦团场的运营中就是高产低效甚至亏损。理解这一规律有助于认识当前制约农垦团场可持续发展的因素,并以此来指导农垦团场的改革推进其可持续发展。
The nature and function of Xinjiang Production and Construction Corps determines the complexity of the organizational goal of the Corps. The attributes of the agriculture determines its level of economic surplus can not bear a higher organizational cost. The law embodied in reality is that the Corps have a high production, but a low efficiency and even suffer great losses. Understanding the law helps to understand the current major constraints on the sustainable development of Xinjiang Production and Construction Corps and to guide its reform so as to push forward its sustainable development.
