摘要
刘承规是宋初较有作为的宦官,为人深沉刚毅,清廉自守,办事孜孜不倦,精力旺盛。他为皇帝倚重,主要职责是参与军事、政治、经济、文化等多方面的事务,虽有参与"天书造神"骗局、在大兴土木中浪费等事,但总的来说还是起了积极作用的。尤其值得肯定的是,他在革新权衡制、更定茶法、建立健全内藏库条规等方面,所体现出来的开拓创新精神。
