城市义务教育就近入学政策实施与学校布局结构调整的博弈论分析

An Analysis of City’s Compulsory Education in Carrying out the Nearby Enrollment Policy and Adjustment of Schools’ Layout Construction under the Game Theory

我国城市义务教育阶段就近入学政策的良好实施和学校布局结构的彻底调整是一个相互制约、相互促进的过程,两者实际上是处于一个动态的"囚徒困境"的博弈局势中。而要走出这一困境,政府有必要采取如下措施:加大教育投资,优先扶持和发展薄弱学校;均衡化校际间师资水平,加大教师的流动性;提高就近入学政策的法律地位,健全政策实施的监督机制;增强政策决策者的研究意识,保障公众参与政策制定过程。

The well implementing of the Nearby Enrollment Policy and the thoroughly adjusting of schools’s layout construction is a process of mutual restricting and facilitating.The two are in fact in a dynamic game situation of the Prisoners’ Dilemma.To get out of this dilemma,the government should adopt the following measures： enlarging education investment,assisting and developing the weak schools with priority;balancing the teachers level among different schools,making more circulation of teachers;enhancing the Nearby Enrollment Policy＇s legal status, perfecting policy-implimenting monitoring mechanism ; strengthening the awareness of investigation of the policy-maker, assuring the participation of the mass in the process of policy-making.
