摘要
油气资源犯罪是近年来较为突出的资源犯罪,其形成机制主要缘于社会转型期的社会资源分配不公、油气管理体制不健全、地方保护主义羁绊及相关法律法规欠完善。预防和应对油气资源犯罪需综合治理,首先得改善社会环境、以公平原则合理分配社会资源;其次要深化油气管理体制改革、理顺油气企业与地方之间的关系;最后则是完善相关立法、加强打击力度。
Crimes in oil and gas sector is becoming increasingly serious,which is due to unfair distribution of social resources,inadequate management system in oil and gas sector,local protectionism and inadequate laws and regulations.Integrated and comprehensive efforts are needed to prevent and deal with crimes in oil and gas sector.Social environment should first be improved so that resources are distributed in a more reasonable way.Secondly,management system should be reformed for oil and gas enterprises to establish a harmonious relationship with local governments.The last suggested measure is to further complete relevant laws for more severe punishment against crimes in oil and gas sector.
