对河北省投资环境的调查与思考

A survey of the investment environment in Hebei province

河北省投资环境现状和面临的问题主要是政府效率有待提高,融资困难,中介组织不规范,企业税负过重,政府的服务和支持力度不够,人文环境和生态环境差强人意等等,产生这些问题的原因主要在于政府职能转变相对滞后,行政管理存在体制性障碍,没有树立为企业服务的思想,市场发育不成熟等。因此要改变现状应从以下方面着手:1.进一步增强服务意识,打造高效廉洁的政务环境;2.营造宽松的经营环境;3.营造公平有序的市场环境;4.重视人文环境和生态环境建设等。

It is found out that the major problems in the investment environment in Hebei province are governmental inefficiency, difficult financing, intermediary confusion, business over-taxes, insufficient governmental supports, and less satisfactory humane and ecological environments, which result directly from the backward governmental services for businesses. Proposals are made to change the status quo： 1. establishment of efficient and corruption-resistent governmental environment with the improved sense of service; 2. construction of relaxing and loose business environment; 3. building up a marketing environment of equality and order; and 4. improvement of humane and ecological environments.
