摘要
由教育行政管理改革带动的乡镇学校布局调整和学校内部管理改革是对乡镇教育重组的有益尝试。本研究在讨论教育行政管理改革对提高政府义务教育管理效率和解决农村教师诸方面问题的同时,分析了教育管理责任逐级下沉、教学点消失和学生辍学的原因,提出确立县级政府的管理主体地位和加强乡村组织的监管功能的建议。
The adjustment at recombination of township of school distribution and school＇s internal management reform in towns are beneficial attempts education. The paper discusses that education administration reform is necessary for the improvement of government＇s compulsory education management efficiency; meanwhile, it analyzes reasons of these problems： education management responsibility sinks by levels; teaching points disappear; and students discontinue their study, and then it puts forward some suggestions such as establishing management subject position of county government and strengthening supervising function of rural organizations.
