摘要
在综述国外学者关于公共住房政策有效性评价标准的基础上,结合公平与效率的经济学内涵,建立了住房公积金制度有效性的分析框架,并利用统计数据和抽样数据进行了实证研究,得到的主要结论有:目前我国住房公积金的监管模式存在责任不清、监管过程不透明和对各利益主体激励不足的问题;存在因覆盖率较低而导致制度内的机会不公平、因覆盖面较窄而导致制度外的机会不公平的问题;因使用用途较单一的规则不公平,导致使用与未使用两群体之间的结果不公平;在已使用住房公积金的群体内部,体现了"互助"原则。
The literatures about the effectiveness evaluation criteria of the public housing policy were reviewed.Combined with the connotations of economics for fairness and efficiency,a framework to analyze the effectiveness of housing provident fund was set up.Some empirical researches with statistics and selected data of our country were made.It is concluded that there exists the unfair opportunity in both internal and external system.The monitoring process is not open.The stimulation to the respective benefit subject is not sufficient. The opportunity unfairness in the system results from the lower coverage. The opportunity unfairness out- side the system is caused by the narrow coverage. The application of the unfair rules with single purpose leads to the unfairness between the groups that have used and that have not used the funding. However,in the internal group that has used the funding, the result reflects the concept of "mutual aid".
