Problem and Suggestion on Natural Forest Protection Program in the Western Area

对西部地区天保工程建设10年的情况进行了回顾,总结得出结论:天保工程实施以来,生态环境和效益得到明显改善和提高,林区经济结构得到调整,农民收入水平得到提高,经济效益和社会效益良好。同时,对天保工程实施中存在的后续产业发展乏力,森林管护经费严重不足等问题进行了探讨,提出了加大林区后续产业的扶持和资金投入,提高森林管护费标准,加大公益林建设投资。

This paper gives a review on 10 years construction of Natural forest protection program and gives some conclusions. These conclusions include the ecological environment and efficiency have improved obviously, the economic construction in forestry area has been adjusted and the living conditions of rural area has been better than before, and the economic and social benefits are very well now. In the meantime, paper discusses deeply in these problems exist in the Program, such as the weakness of the successive industries＇development and the inadequate capital input in the forest tending and the forest cultivation. Finally, the paper gives the corresponding countermeasures and suggestions. For example, in the whole program it is necessary to increase the the support and the capital input in the successive industries＇ development, raise the criteria of the forest tending, and put more money in the Public Welfare Forest construction, and increase the investment in the production and living infrastructures of the forestry area and so on.
