摘要
在现行高校管理体制——科层制背景下,高校教学秘书工作主体性缺位表现在两个方面:第一,缺乏责任意识,形式主义至上;第二,缺乏工作的主动性和创造性,机会主义行事。导致主体性缺位的原因及其科层制理论公理体系不完备性表现在受传统封建统治文化的影响、高校集权式管理体制以及教学秘书队伍建设政策保障不到位等几个方面。
Based on the present administrative system in universitie administrative level system, subjective vacancy of teaching secretary's work mainly embodies in two aspects: first, lacking a sense of duty and focusing on the doctrine of formalism; second, lacking working initiative and creativity and depending on opportunism. The reasons that cause the subjective vacancy and the incompleteness of administrative level system mainly lie in traditional feudal culture, centralized management pattern of universities as well as policy guarantee for building the teaching secretary.
