国家级开发区土地集约利用评价与研究——以长春经济技术开发区为例 被引量:4

摘要 通过构建开发区土地集约利用评价体系,以长春经济技术开发区为例,定量研究开发区土地利用效率、经济效益和管理水平。研究表明:开发区土地利用集约度综合分值为94.6分,土地资源潜力不能满足近期土地需求;土地利用强度、地均投入产出强度以及土地市场发育程度是影响开发区土地利用集约程度的重要驱动因素;开发区存在评价边界切割宗地的现象,但对土地集约利用度影响不大;开发区土地利用集约度对环境绩效敏感,其环保投资临界规模为GDP的2.38%。上述研究能够为明确界定开发区土地利用存在的主要问题,提升开发区土地集约利用的管理和决策水平以及开发区扩区提供科学依据及相关技术支持。 By constructing an evaluation system of intensive Development Zone (CETDZ) as an example, this paper conducts a land use, with Changchun Economic and Technological quantitative research on land use efficiency, economic efficiency and management level of the zone. The results show that the comprehensive land-use intensity score of CETDZ is 94.6; therefore, the potential of land resources can not meet the recent demand for land, that land-use intensity, input and output intensity,and the degree of market development of development zone are important driving factors of impacting the extent of land-use intensive of the zone; that the problem of land incision has a little effect on intensive use of land; and that the extent of land use intensity is sensitive to the environmental performance, investment threshold of environmental protection in the zone is 2.38 percent of GDP. The study can help to define the main problems in land use, upgrade the level of intensive land use management and decision-making, as well as provide a scientific basis and related technical support for the expansion of the zone.
