城市边缘区耕地经营与流转研究——基于农户意愿的调查分析

A Research on Management and Transfer of Urban Fringe Farmland——Based on Survey about Willingness of Farmers

以南京市郊区浦口为例,将研究区农村划分为"非农带动型"和"农业带动型"两类,调查并分析农户的耕地经营及流转意愿,分农村类别对城市边缘区农村耕地的经营方式与流转管理进行研究。研究表明:"非农带动型"农村:小范围内实现耕地承包权商品化,有利于提高耕地利用效率;当地政府还需出台系列配套措施,鼓励耕地流转,为农业规模经营提供资金、技术、政策援助;"农业带动型"农村:可探索合作社经营模式,在村内形成"合作社+种田大户+散户"模式,提高劳动生产率,促进农村劳动力向非农产业转移。

Research on the management and transfer of farmland is an important way to optimize the distribution of rural land resources and improve the efficiency of land use. Taking Pukou District of Nanjing City, where villages are divided into two types, i.e. ＂non-agricultural leading＂ type and ＂characteristic agricultural leading＂ type, the authors investigate and analyze farmers＇ willingness to manage and transfer land, and then study the management and transfer of the farmland according to different types of villages, with the results that （1）in villages of＂non-agricultural leading＂ type commercialization of managerial rights of contracted farming land in a small range can be realized to improve the efficiency of land use; however, local government should introduce a series of measures to encourage transfer as well as support them in financing, skills and policy; （2） in villages of ＂characteristic agricultural leading＂ type ,cooperative management mode can be tried to form a managerial mode of ＂cooperation plus large farm households plus peasants＂ to promote labor productivity and move rural labor force into non-agricultural industries.
