Law and Policy Practice in Science and Technology Management of China

技术法规（Technical Regulations）是政府规定和要求强制执行的相关制度、产品特性、工艺、生产方法、管理规定在内的行政和立法文件。标准化的重要意义是改进产品，过程和服务的适用性，防止贸易壁垒，促进技术合作。我国虽有科技法规和政策文件，但有法不依在科技领域广泛存在。WTO之后，这些因素构成了我国法规与国际接轨相去甚远。

Technical regulations is the executive and legislative documents including the enforcement of government regulations and requirements of the relevant systems, product features, technology, production methods, and management regulations. The importance of standardization is to improve applicability of products, processes and services, prevent trade barriers and promote technical cooperation. There are regulations and policy documents of science and technology in China, but. illegal operations still exist. After entering WTO, these factors make our country＇ s regulation not in lines with international standards.
