摘要
川西民族地区地处偏远,地形复杂,许多地区处于地震带上,水土流失严重,生态环境脆弱,经济水平低下。脆弱的生态环境使川西民族地区传统产业的发展受到严重制约,经济发展与生态环境保护面临两难境地,发展环境友好型、资源节约型的产业很有必要。而川西民族地区具有旅游资源丰富的优势,发展生态旅游潜力大,充分发挥旅游资源优势,发展大旅游产业符合川西民族地区的客观现实和区域可持续发展的要求。将大旅游战略思想与川西民族地区生态旅游发展结合起来,能关联带动其他相关产业的发展,最终建立起以生态旅游业为先导,生态农业、生态工业、生态第三产业联动发展的大旅游产业体系,这既是促进区域经济快速、持续发展,实现地区经济、社会、环境协调发展的有效途径,也是进行生态环境保护和重建的有效途径。
There are many problems in the ethnic regions of western Sichuan Province,such as seismic active zone,serious water and soil erosion,fragile eco-environment,low level of economy,etc.Periphery regions and central regions are located in western Sichuan Province.The socio-economic development in the central regions is at high level,whereas that in the ethnic region is generally in less developed stage.Moreover,the deterioration of the eco-environment has restricted seriously the development of traditional industries in the ethnic regions and itis necessary to develop environment-friendly and resource-saving industries. The ethnic regions of western Sichuan Province have rich tourism resources, and have potential to develop eco-tourism. Advantages of tourism resources in the ethnic regions should be fully made use of, and "comprehensive tourism" meets the characteristics and present situation of the ethnic regions. The "comprehensive tourism development model" can exert the ftmctions of eco-tourism and take eco-tourism as the key industry. Based on the demands and the internal linkage among different industries, the model can accelerate the development of related-industries, such as eco-agrictdture, eco-industry, eco-tertiary industry, etc. Through implementing the comprehensive tourism model, we can fully utilize the advantages of ethnic regions, promote the regional economy to grow rapidly and sustainably, and promote the harmonious development of economy, environment and society.
