摘要
通过建立城市化与水环境的耦合模型来阐述城市化和水环境之间的物理联系.利用统计数据分析了徐州城市化进程中的水资源供需矛盾,采用遥感图像提取土地利用变化信息,根据城市雨水流量公式计算得出1978-2006年徐州市径流系数从0.22增加到0.69,结合水污染监测资料和相关灾害统计资料分析了徐州市水环境恶化程度。提出水安全视角下城市发展的基本思路为通过水基础设施建设改善城市的水环境,提高其水服务功能。具体策略包括实施基于水服务功能约束的城市规划战略,节制取排水,实施“蓄排兼顾”等。
A secure and sustainable water environment should be regard as a restrictive index for the scientific urban planning and construction. This paper sets forth the physics connection between urbanization and water environment through the coupling model. Based on the statistical data, it analyzes the imbalance between water supply and demand and extracts the land use change information in Xuzhou from the remote sensing images. It uses the urban rainwater flow formula to calculate the runoff coefficient which increased from 0.22 in 1978 to 0.69 in 2006, and analyzes the deteriorated water environment combined with the monitoring data of water pollution and water disaster. The basic idea of the urban developing strategy based on water security is to improve the urban water environment through water infrastructure construction and to enhance the water service function. The specific measures include the implementation of the scientific urban planning restrained by the water service function, the restraint of water and wastewater, the rehabilitation of the rainwater water cycle, rainwater and sewage shunting, and the carrying out of the new rainwater management philosophy of "discharge having regard to storage", etc.
