建设和谐生态产业示范区 发展生态环保效益型经济——以陕西榆林市为例

通过对陕北地区的能源开发和生态环境现状的分析,指出了区域生态退化所引发的恶性循环、城乡二元经济结构和三农问题、矿区经济系统的低水平运行、能源开发引发的生态环境和经济利益失衡等制约生态产业发展的五大问题,提出了陕北地区产业发展与生态环境优化整合的基本思路,即:规划建设和谐的生态产业示范园区、大力发展生态农业、生态工业和产业链、生态旅游以及政策创新和相关保障措施等,为探索陕北经济跨越式发展的道路和实现建设世界级能源化工基地的目标提供理论依据。
