Study on the Financing Program of Tingzikou Water Control Project

亭子口水利枢纽具有防洪、灌溉及城乡供水、发电、航运及其他综合利用效益,尤其在防洪、灌溉及城乡供水方面具有不可替代性,属准公益性工程,由于承担了较多的公益性功能,故工程投资大,难以维持项目正常运营,工程财务指标较差。在以发电企业为主投资该项目的背景下,测算了各功能分摊的投资及项目贷款能力,对项目融资方案进行研究,提出了合理的资金筹措方案,以使项目具备财务生存能力。

Tingzikou Project is a multi-purposes project with benefits on flood control, irrigation and urban and rural water supply, electricity generation, navigation and others. Especially, the role of flood control, irrigation and urban and rural water supply is irreplaceable, so it is a quasi-public project. As the assumed greater public welfare functions, the project need large investment, it is difficult to maintain normal operation of the project. The investment allocation for each function and the project lending capacity are measured, and the project financing options is studied. A reasonable fund-raising program to make the project with financial viability is proposed.
