水电开发项目环境影响后评价及评价指标初探

Preliminary Study on Environment Effect Post-evaluation and Index System of Hydropower Development Project

环境影响后评价是环境影响评价的延伸和发展,是对环境影响评价的验证和完善。环境影响后评价在许多发达国家已经有了很大发展,在我国尚处于起步阶段,我国的建设项目环境影响后评价工作在评价理论、评价内容、评价方法、评价程序、立法完善等方面都有待进一步提高。本文针对水电行业环境影响的特点,对水电开发项目环境影响后评价的内容、评价方法、后评价指标体系等方面做了初步探讨,以期对同类开发项目在环境管理、环境评价、环境保护等方面提供借鉴。

environment effect post-evaluation is extension and development of environment effect assessment,it is validation and improvement of Environment effect assessment.Environment effect post-evaluation has been great development in many developed countries,but still at the initial stage in China,The evaluation theory, method, procedure and legislation of post-evaluation in China should be further improved. Tn this paper,the evaluation content, method, and index system of environment effect post-evaluation on hydropower developmenx project is stndved.
