基于生态成本观的城镇规划探索--《淅川县城总体规划(2006-2020)》编制研究

Exploration on town planning based on the view of ecological cost

结合南水北调中线源头——河南省淅川县县城总体规划的编制工作,分析了调水源头周边城镇发展规划中遇到的两难问题,阐述了既保证生态环境质量,又保证地方经济持续发展的一些方法和途径,提出了树立生态成本观念,划定生态功能分区,调整生态成本结构的城镇规划思路。

Combining with the preparation of overall planning of Xichuan county Henan Province which is the source of the middle route project for South -to -north Water Diversion. We have analysed the dilemma which encountered in the development of the town surrounding headstream . We have expounded some of the ways and means about both protect ecological environmental quality and local economy sustained development. We have put forward ideas for urban planning what is build up the view of ecological cost, delimit the district of ecological function, adjustment to the structure of ecological cost.
