中国对外反倾销措施的产业救济效应评估--基于动态面板数据模型的微观计量分析

Industry Remedy Effects of Anti-dumping Measures in China——Based on Dynamic Panel Data Model of Micro-econometrics

本文选取1997年3月-2009年6月中国对外反倾销案例的涉案产品和国内相关进口竞争性产业数据,构建动态面板数据模型定量评估中国对外反倾销措施对进口竞争性产业的救济效果。结果表明,虽然反倾销措施对中国相关进口竞争性产业具有显著的救济作用,但是贸易转移效应和上下游产业继发性损害效应的存在会在一定程度上削弱上述产业救济效果。在此基础上,本文提出了中国对相关国外进口品实施反倾销的路径选择与政策建议。

Using a data identified in China anti-dumping cases and domestic import competitive industry from March 1997 to June 2009 and based on dynamic panel data model of micro-econometrics,this paper analyzes quantitatively the remedy effects of anti-dumping actions to the import-competing industries.The results show that anti-dumping have a significant role to protect our import com peting industries,but 'trade diversion effect' and 'secondary damage effect of upstream and downstream industry' will weaken the effect of anti-dumping actions.Finally,based on the a bove conclusions,the paper discusses the anti-dumping approach to dumping import goods and put forward some advice.
