宁夏吊庄移民的理论分析

THE THEORETICAL ANALYSIS ON THE "DIAO ZHUANG"VILLAGES FOR MIGRANTS IN NINGXIA

宁夏回族自治区针对南部山区的扶贫工程和北部灌区的区域开发，成功地实施了吊庄移民。本文从吊庄移民的基本指导思想、人口迁移机制、扶贫和区域开发机制入手，对其理论基础即人口迁移理论、人口与资源环境协调发展理论及区域科学理论作了比较深入的分析论述。

In Ningxia Hui Autonomous Region, migration to 'Diao Zhuang' villages (bases in plain area for whole village to move in) has successfully put into effect in accordance with povertysupport project insouthern hilly areas and regional development in northern irrigated areas.Based on the guided thought of 'Diao Zhuang' villages for migrants, population migration method is on the basic theory: the theory of populationmigration, the theory of coordinative of population and resourses, and the theory of regional science. First, from the theory of population migration, migration to 'Diao Zhuang' villages just is in view of either in southern uphill where a push to move out is formulated by the harsh environment and economic underdevelopment, or in northern irrigated areas where a pull tomove in is idealized by advantage natural conditions and stable economic production. Next, from the theory of coordinate development of population andresources, the migration, guided by the principle of balance of people andlands,is attempting to gain strategically sound development in regionaleconomic system bY means of people's themselves migrating to enforce the re－disposition of population and resources, and coordinate of population and environment. Then, from the theory of regional science, the migration is a good channel to'realize surplus laborers' horizontal move from southern mountainous regions to northern irrigated lands, which not only brings about an organic combination of overload population in south and lands awaiting development in north, but also pushes forward vertical change in agricultural laborers from irrigated lands to nonagricultural production. It is beneficial to form more advantage regional division of labor and economic structure.
