抗日战争时期,国民政府军事委员会跃升为国家最高权力中心,同时也是事实上的外交决策核心。设立于1938年初的军事委员会参事室,作为蒋介石的幕僚机构之一,积极参与战时外交活动,为国民政府在抗战需要下与美英法等各国的政治交往出谋划策,其研究、设计和建议对于外交政策均有重大影响。

During Anti-Japanese War, the National Government Military Commission became the supreme power center in the country. Meanwhile, it was also the core of diplomatic decision-making in fact. Counselors＇ office of the Military Commission, which was set up in early 1938, was one of Chiang Kai-shek＇s aides agencies. In the course of the war, this office closely participated in diplomatic activities, gave adviees to help the government ~s diplomatic activities with the countries such as the United States, England and France. Counselors＇ office provided a lot o{ suggestions and programs, and had significant influence on diplomatic policies of the state during the Anti-Japanese War period.
