生命线中断评估指标体系及其在铁路水害统计分析中的应用

EVALUATION CRITERIA FOR LIFELINE DISCONTINUEDPERIOD AND ITS APPLICATION TORAILWAY FLOOD DISASTERS

建立灾害损失评估指标体系是进行灾害评估、等级划分，灾害区划策工作的基础。本文根据生命线灾害的特点，提出以断线时分作为生命线灾害评估的核心指标，建立了包括断线数量、断线时分、年均断线指标、断线密度和断线强度的生命线中断评估指标体系（共２１项指标），并用其中一些主要指标对近十几年的铁路水害进行了统计分析。

Abstract Disaster evaluation criterion is of great importance to disaster's evaluation, grading and regional di- vision . Based on the distinguishing features of lifeline disasters, the paper puts forward a set of evaluation criterion for lifeline disaster evaluation with 21 items including lifeline discontinued points, turns,times,period,density,intensity,and some annual indices,The criteria are used to evaluate and analyse the railway flood disaster in recent 10 years in China. It is very convenient to evaluate and compare the disasten in different lines,regions,and even different lifelines with these indices.The paper believes that discontinued period should be taken as the most important index in lifeline disaster evaluation.
