公民文化是生产力发展的必然结果。公民文化的发展会对既有的生产关系提出变革要求,从而推动社会进步。公民文化还具有提高公民素质、消解社会矛盾、化解冲突的功能,因而有助于促进社会和谐。客观而积极地看待公民文化对于社会和谐、社会稳定的作用,对于培育公民文化、促进公民社会成长,积极促进生产关系改革、实现社会和谐、健康、可持续发展具有重要意义。

Growth of civil culture inevitably promotes the productive forces by impacting the existing relations of production. It also has the function of rising citizen characters and resolving social contradictions to promote social harmony. To view dialectically the role of civil culture to constructing social harmony and social stability, is of great significance in actively promoting the reform of production relations, resolving social contradictions and constructing harmonious , healthy and sustainable society.
