Design Is Software——Some Thoughts on the Design of Integrated Circuits

基于对集成电路设计的重新认识，提出了“设计就是软件”的新概念。从美日半导体争夺战的技术背景、半导体产业结构的演变、半导体技术的物理基础及其未来发展等几个层次上讨论了设计的重要性，进一步阐述了“设计就是软件”这一新概念。通过对国内外半导体芯片设计业的对比，指出必须更新观念，树立芯片设计就是软件的理念，以促进我国集成电路设计业朝着创新的方向发展。

Based on the rethinking of the significance of IC design, a new concept that “design is software ” is proposed, which is further elaborated from various aspects of the semiconductor technology. By comparing the international design business of semiconductor chips with the design business in China, it is concluded that the sense of design should be renewed and the concept that “design is software ” should be established in order to promote the IC design business in China towards an innovative direction.
