浅议农村公路养护管理

Initial analysis on country highway maintenance and management

针对农村公路的使用情况和目前养护管理体制的不完善,指出现阶段我国农村公路养护管理存在的问题,提出了适应市场运行规律的管理机制,明确了相应的责任和权利,以尽可能少的养护资源和资金,满足农村经济发展对公路通行能力及服务质量的需求,实现社会效益的最大化。

Aiming at the operation situation of the country highway and the imperfect of current maintenance and management system, the author points out the existing problems in current stage Chinese country highway maintenance and management, provides the management system which is suitable for market operation law, confirms corresponding responsibility and power, so as to decrease maintenance source and capital as possible, satisfy the requirement of the country economy development on highway traffic performance and service quality, realize maximum benefit.
