The industrial development history of Nordrhein-Westfalen in German was introduced, the basic situation, pollution regularization process, regularization model and experience of Emscher river was illustrated from basin regularization aspect. The attentions and references in Fen river regularization process were proposed, so as to improve Fen river water environment, realize water resource sustainable utilization, and guarantee Fen river basin and social economy sustainable development.
