试论法国的文化外交

An Analysis of France's Cultural Diplomacy

"文化外交"是国际文化关系的一部分,指一国政府主导下的、以实现某种战略意图为目的的对外文化活动。法国是最早有意识地将文化手段付诸外交目的的国家之一,也是最重视、最善于开展和运用文化外交、并形成了显著特点的一个国家。本文将对法国文化外交的历史演变、主要特点和政策工具做一个系统的阐释,以期通过这一个案来展示当代西方国家在外交实践中打"文化"牌、利用"文化"软实力优势扩大自身影响、谋求国家利益的战略意图。

'Cultural diplomacy' is one integral part of international cultural relationships,referring to the external cultural activities guided by the government and aimed at realizing some kind of strategic purpose. France is one of the earliest countries who consciously applied the cultural instrument in its foreign policies and one of the countries who is most adept in making advantages of cultural diplomacy.By a systematic explanation of the historical process,major characters and policy instruments of French cultural diplomacy,this paper analyzes the strategic purposes of the contemporary western countries to expand their own influences and to realize their national interests by use of the soft power of culture in their external relationships.
