区域生态行政论纲

The Outline of Regional Ecological Administration

区域生态环境的整体性与外部性、区域经济一体化及协调发展、区域政府的特殊地位及其作用是区域生态行政兴起的基本动因。而所谓区域生态行政就是指生态环境区域内的区域政府能够以生态环境价值为行政目标,积极推进区域生态环境合作治理,并最终能够切实履行区域生态管理和生态服务职能的行政行为。其建设思路主要是大力培育与弘扬区域生态环境合作的行政文化,逐步建立与健全区域生态环境合作的行政制度和充分应用与提升区域生态环境合作的行政技术。

The holistic and exteriority of the regional ecological environment ,regional economic integration and its coordinated development, as well as the special status and role of regional government are the basic driving forces for the rising of regional ecological administration. The so-called regional eco-administration refers to the regional government in the region ecological environment in order to implement the value of ecological environment as administrative objective, to actively promote regional cooperative governance of the ecological environment, and finally be able to effectively carry out the administrative act of regional ecological management and ecological service functions.The main idea of regional eco-administrative construction is to make great efforts to cultivate and promote the administrative culture of the regional ecological environment, and gradually set up the sound administration system of regional eco-environment cooperation, and fully apply and promote the administration technique of the regional ecological environment cooperation.
