摘要
分析了我国风电大规模开发面临的主要问题,并指出要解决风电并网的调峰和电力系统稳定等难题,必须依靠和建设统一坚强智能电网,坚定不移的实施"一特四大"战略,在坚持电网电源统一规划的基础上,实施风电与火电配套建设和打捆外送,实现区域间能源资源优化配置,建立风能全国消纳平台,促进新能源、常规电源与电网科学有序协调发展。
This paper looks into major problems arising from the large-scaled wind power development and utilization in China, such as interconnection with the power grid, difficulties in the power peak regulation and system stability, with a conclusion that such problems can only be solved by means of a unified and strong smart grid. To this end, the strategies of "Yitesida" (one UHV power grid and large thermal, hydro, nuclear and renewable power bases) must be implemented firmly and persistendy. On the basis of the unified planning between power grids and power generators, development of thermal power and wind power should be balanced and well-coordinated to realize power transmission in a bundled package of different power resources so as to optimize the allocation of energy sources in the region, establish the nationwide wind power congestion and marketing platform. This serves to improve the balanced, orderly and sound development of new and conventional energies and power grids.
