中央管理水资源费征收的演变与定价因素

Evolution and pricing factors of collection of water resources fees of central government management

在分析我国水资源费征收演变过程的基础上,指出了中央管理水资源费的概念与征收范围,并从水资源定价的传统因素与中央管理因素入手,阐述了中央管理水资源费的定价因素,提出完善水资源费征收法律法规、协调中央与地方水资源费征收范围与分成比例、根据行业用水性质实行差别化征收等建议。

Based on analysis of the evolution of collection of water resources fees in China,the concept of water resources fees of central government management and its collection range were put forward.From two aspects of traditional factors of water resources pricing and factors of central government management,the pricing factors of water resources fees of central government management were proposed. some suggestions were presented: improvement of laws and regulations for collection of water resources fees;coordination of collection range and allocation proportion of water resources fees between central and local governments,and different collection of water resources fees according to various water uses,etc.
