江苏省农业水价改革探讨

针对江苏省农业水价改革存在的问题,分析其原因,探讨了江苏省农业水价改革的原则、基本走向和配套措施。江苏省农业水价改革的原则是:农民可承受、促进节约用水、保证投资回收、用水户参与、适时调整水价、"三位一体"综合改革;江苏省农业水价改革的基本走向为:建立市场补偿与政府补贴相结合的供水成本补偿机制,分步分类调整水价,适时引入两部制水价,逐步实施终端水价制度;江苏省农业水价改革的配套措施为:组建农民用水户协会,加大对农村末级渠系更新改造和农业用水计量方式研究的资金投入,尽快出台农业供水成本核算制度,完善农业水费计收管理机制等。

With regard to the problems in the reform of agricultural water price in Jiangsu Province,the causes are analyzed.The corresponding principles,direction and measures are discussed.The principles for the reform of agricultural water price in Jiangsu Province are as follows: farmers' bearing capacity,water saving,cost compensation,users' participation,timely adjustment of water price and comprehensive reform.The basic development direction of the reform of agricultural water price in Jiangsu Province are to establish water supply cost compensation mechanism of market and government,to adjust water price step by step,to adopt two-part water tariff,and to realize terminal water price system.The relevant measures are to establish agricultural users association,to raise fund investment into agricultural canal innovation and researches on the measurement of agricultural water utilization,to issue agricultural water supply cost calculation system as soon as possible,and to improve water price management system,etc.
