生态移民政策与效果探析——以新疆塔里木河流域轮台县生态移民为例

Policy and effectiveness of ecological immigration:taking ecological immigration of Luntai County in Tarim River basin as an example

在分析塔里木河流域轮台县生态移民自愿性、扶贫性、发展性与返迁可能性等特点的基础上,系统地介绍了该生态移民工程的政策体系与实施工作,从社会、经济与生态3个角度对生态移民实施的效果进行了分析,并从法制建设、生态移民规划与重视文化的持续性方面对西部生态移民的实施提出建议。

Based on analysis of the characteristics of ecological immigration of Luntai County in Tarim River basin: voluntary,poverty reduction,development and possibility of returning back to the original place,the policy system and the implementation of the ecological immigration project were systematically introduced.The effectiveness was analyzed from the social,economical and ecological viewpoints.Some suggestions were proposed to the implementation of ecological immigration in the western part of China in terms of establishment of legal system,planning of ecological immigration as well as sustainable attaching importance to culture.
