On the Status Quo and Countermeasures of Administration Legality in China

当前,由于国内外不断出现的各种新情况、新问题、新矛盾,加上部分行政执法主体的素质不高和能力不强,依法行政在我国遇到了前所未有的新挑战,因此,强化依法行政意识,提高依法行政能力,就成为我们必须面对和解决的迫切问题。依法行政事关国家社会发展和稳定的大局,形势逼人,我们必须充分认识依法行政形势的紧迫性、任务的繁重性,高度重视,认真对待;落实依法行政,其关键在行政执法主体,其核心在制度和体制,其目的在为民;依法行政贵在执行。

As the cropping up of various situations, problems and contradictions, combined with deficiency of administrative quality and competence in some subjects,the administration legality has to face unprecedented challenges. Therefore,it＇s impendent to stengthen the sense of legal administration and improve the competence of administration legality. Since it bears close relation on the development and stablity of our country,it＇s indispensable to understand thoroughly the pressing political situation, as well as the heavy burden of the task of legal administration with a serious attitude. In the undertaking of administration legality,the focus lies in the administration subject,the core in the system and institution,the aim at the people,and the value exists in the performance of administration legality.
