“希望之光”人才培养计划是落实科教兴川、帮助民族地区和边远山区培训人才，提高科技水平、发展区域经济的综合工程。将该工程很好地与家庭牧场优化模式研究示范相结合，为民族地区、边远山区培养科研骨干队伍，推动三州的经济、科技和畜牧业发展。

The ‘Light of the Hope'Talent Fostering Plan is a comprehensive engineering project that implementing scientific and educational work which aims at flourishing Sichuan Province to help foster talents in nationality districts and outlined areas,raise the scientific and technological level of related and all backbone workers as well as help improve all such economical affairs.And will promote animal raising industries with regard to its economics & technology in three far-out prefectures of Sichuan Province.
