论地方政府间关系的和谐化

On the harmonious relationship between local governments

地方政府间的关系在改革开放以前,在中央集权的控制下,基本上是和谐的,但是改革开放以来,随着政治体制和经济体制改革的推进,地方政府的利益开始出现恶性膨胀,进而影响到地方政府间关系的和谐发展,这种不和谐不利于社会主义和谐社会的构建。本文对目前地方政府间关系不和谐的成因、表现做了论证,并对实现地方政府间关系和谐化的途径给出了一些建议。

Before the reform and opening-up, the relationship between local governments was basically harmonious under the control of centralization. Since the reform, with the promotion of political and economic system, the interests of local governments have begun to expand excessively, which made the relationship disharmonious. This is not conducive to the building of harmonious socialist society. This paper demonstrates the causes and behaviors of the current disharmonious relationship between local governments and gives some measures to achieve the harmonization of relations.
