Results To make the medical records users to completely and clearly understand the law basis and borrowing procedures of the utilizations of medical records. Conclusion A complete medical record borrowing system is the prerequisite to guarantee the benefits of both hospital and patients as well as the patient privacy and right of knowing the truth.
