摘要
指出了研究政府部门卓越绩效评价的核心价值观体系的意义;以修订的国家标准《卓越绩效评价准则》(GB/T19580)为基础,构建了政府部门追求卓越过程中的以人为本、组织内部、组织外部三个层次,包括战略导向、重视过程、关注结果、社会责任等九个方面的核心价值观体系,并对各项核心价值观的内涵进行了阐述。
In this paper, the significance of researching the core values system about performance excellence evaluation within government departments is illustrated. Based on the modified Criteria for Performance Excellence (GB/ T19580), the core values system, which government departments pursuit, consists of 3 layers (human- oriented concept, outside and inside of an organization) and 9 aspects ( strategic orientation, emphasizing not only process but also result , social responsibility, ere)is constructed, the connotation of each core value is also clarified.
