摘要
甲午战后,清政府开始大规模修筑铁路。其间,由于国际、国内形势的变化,清政府的铁路政策在官办与商办之间摇摆。经过多年实践,清政府对铁路的认识逐步深化,最终在1911年中止了商办铁路政策。这在当时的历史条件下,有其客观必然性和可行性。
Qing dynasty began to build railway in a large scale since the 1894 Sino -Japanese War. And the railway policies swayed between government - supervised railways and private companies due to the change of home and abroad. After many years practice, Qing dynasty gradually furthered its understanding of the railway, at last in 1911, government :-supervised railways policy was established which had its objective certainty and feasibility under the historical situations.
